Questions:

1. What does the elephant represent?  -- Use of images
2.  Why does the sheriff have the word voters on his sleeve? -- Cartoons Message
3.  What is the symbolism on the characters yellow shirt? -- Subject-Message
4.  What is the significance of the title of the cartoon?-- Message
5.  Why doesn't the cartoon show the rest of the building? -- Artistic techniques

Summary:

Look over the cartoon seeing what captures your attention first.  What is the primary purpose of the cartoon?  Determine who the audience is.  Understand the context of the cartoon.  Look for widely recognized symbols.  Look at all the minor details that may contribute to the humor or the point of the cartoon. 

Techniques:

Symbolism- the use of symbols to represent ideas or qualities
Exaggeration- a statement that represents something as better or worse than it really is
Labeling- attach a label to (something)
Analogy- a comparison between two things, typically on the basis of their structure and for the purpose of explanation or clarification
Irony- the expression of one's meaning by using language that normally signifies the opposite, typically for humorous or emphatic effect
